Minneapolis Guaranteed Basic Income Pilot

A pilot project that gave a monthly payment to families who needed it.

About the Guaranteed Basic Income Program

From June of 2022 to June 2024, we piloted a Guaranteed Basic Income Program for 200 households.

How it worked

  • Enrolled families received $500 from the City each month to help boost their income.
  • They received the payment every month for two years.
  • They used the extra money in a way that makes sense for them.

Program goals

  • They would have the flexibility to balance immediate needs with long-term investments.
    • Immediate need examples:
      • Rent
      • Food
    • Long-term investment examples:
      • Tuition
      • College savings
      • Vehicle repairs
  • They would become financially secure.

Program outcomes

We did surveys with those taking part in the program about every 6 months. We have data from 6 months, 12-months, and 24-months after starting the program.

Household annual income was at or below 50% of the Area Median Income (AMI) for Minneapolis.

Pandemic impact

Households were hurt by the pandemic. Examples include:

  • Job loss or reduced hours
  • Higher healthcare payments
  • Loss of access to childcare, technology or transportation

Age

Had to be 18 years or older by January 1, 2022.

  • 69% are Female 
  • 26% are Male
  • 4% are Non-binary
  • 1% preferred not to answer

Breakdown of recipients by race/ethnicity:

  • 80.50% are Black, Indigenous and people of color (BIPOC)
  • 19.50% are white/non-Hispanic

GBI recipients ranged in age between 18-88 with the average being 38 years old.

  • 21.50% are 18-29 years old
  • 42.50% are 30-39 years old
  • 22% are 40-49 years old
  • 9% are 50-59 years old
  • 4% are 60-69 years old
  • 0% are 70-79 years old
  • 1% are 80-89 years old

The pilot includes recipients from 9 ZIP codes, with the highest number living in 55411.

Adjustment to income

Income eligibility was set at 200% of poverty for a household income, the exact dollar amount is determined by household size. Over 55% of GBI recipients earned under $19,999 last year.
