Between 1979 and 1999, Victory saw a steady rise of its population living in poverty, from 4 percent to 7 percent. Similarly, the percentage of people ages 65 years and older living in poverty rose from 4 percent to 10 percent

Victory's percentage of people living in poverty remained significantly lower than Minneapolis' from 1979 to 1999. The percentage of all neighborhood families below poverty level increased from 2 percent to 3 percent between 1979 and 1999. The percentage of neighborhood families with children under 18 in poverty declined over this same time period, from 5 percent to 4 percent.
