City Charter and Code of Ordinances

City Charter defines powers given to City government and how Minneapolis government is structured. The Code of Ordinances is a compilation of laws adopted by City Council. Both are hosted for the City by Municode.

Minneapolis City Charter

A city charter is the constitution governing the municipal government. The charter defines the powers the citizens agree to give their city government and how the government is to be structured. The charter defines which officials are elected, their term lengths, duties, powers and responsibilities and establishes the lines of authority for the departments. The State Legislature may pass special laws which supersede, contradict, or preempt the city charter.

The City Charter can be amended by petition or City Council, learn more about the Charter Amendment Process. The Minneapolis Charter Commission oversees the amendment process.
