Police Oversight Commission Research and Studies  

This section includes research conducted by OPCR staff at the request of the Commission. The research conducted is a tool for the Commission to shape its decision-making and policy recommendations. 

Current Projects  

Domestic Violence Response Research and Study

This study looks at response to domestic violence calls by the Minneapolis Police Department. 

Smart Gun Briefing

This brief looks at recent data pertaining to smart gun technology and recommends other documentation and analysis for Commission review.

Complaint Filing Process Study 

This study provides an analysis of the various methods to submit complaints to OPCR and recommendations on how to improve access to the process. 

Officer Interactions with Mental Health Issues: A Policy Study

This study looks at current national best practices and current Minneapolis Police Department policies for officer interactions with those experiencing mental health crises and makes policy and programmatic recommendations for improving such interactions.

MPD Discipline Matrix Revisions

The PCOC will make recommendations for revisions of the MPD Discipline Matrix to ensure its compatibility with the current MPD Policy and Procedure Manual.

Doesn’t Fit Any Crime Arrest Analysis

A data analysis of MPD officer use of the miscellaneous arrest code “Doesn’t Fit Any Crime” in the department’s reporting system.

MPD Body Camera Policy Study

This study looked at national best practices, policies of other departments, and community input on body camera use and policy by the Minneapolis Police Department. The report includes a recommended policy for the use of body cameras by the MPD.

Investigative Stops Documentation Review

Data analysis and recommendations regarding the MPD practices in recording and reporting investigative or “Terry” stops, including the grounds for such stops, demographic information of those stopped, and the location of stops.

Coaching Process Analysis

A comprehensive program of research and study of the OPCR and MPD coaching process, including a performance audit, with the goal of achieving racial and other equity outcomes, and of building and supporting an accountability culture within MPD.

Cultural Awareness/Sensitivity Training Analysis

This study includes a review of cultural awareness training in outside law enforcement agencies, such training within the MPD, and development of possible additional or alternative training frameworks for implementation in the MPD.
