Upper Harbor Terminal Community Planning and Engagement Committee (UHT CPEC) Vacancy
The Upper Harbor Terminal Community Planning and Engagement Committee is a newly established body that will work with the City of Minneapolis, Minneapolis Park and Recreation Board (MPRB) and master development team in refining and formulating a plan for the redevelopment of the City-owned Upper Harbor Terminal (UHT) site. The MPRB also is establishing a Community Advisory Committee (CAC) that will work concurrently with the MPRB on park-related components of the UHT planning, including aspects of the infrastructure and private developments that impact the adjacent park areas. Applications for appointment to serve on the CAC opened on March 4, 2019, and the deadline has been extended to April 26, 2019.

The UHT CPEC shall consist of 15 members, to be appointed as follows:
- Seven community resident members (seats 1 through 7), with one each from the following areas, with preference in appointment given to include at least one renter representative and one representative who is between 16 and 21 years of age at the time of application:
- Resident of the McKinley neighborhood;
- Resident of the Hawthorne neighborhood;
- Resident of the Bottineau neighborhood;
- Resident of the Marshall Terrace neighborhood; and
- Three appointments by the Mayor of residents of north or northeast Minneapolis.
- Five cultural group representative members (seats 8 through 12), who shall be appointed with care to provide diversity to the UHT CPEC membership, including diversity based on people identifying as Indigenous, Latinx, Asian or Pacific Islander, African American, African and/or LGBTQIA.
- Three affiliation group representative members (seats 13 through 15), which must include one member representing each of the following groups:
- An owner of a business located in north or northeast Minneapolis;
- A member of the Environmental Justice Coordinating Council (EJCC) who resides in north or northeast Minneapolis, appointed by the EJCC and confirmed by the City Council; and
- A member of the Above the Falls Community Advisory Committee (AFCAC), appointed by AFCAC and confirmed by the City Council.
Applicants must be residents of the City of Minneapolis unless the residency requirement is specifically waived in the case of the business affiliation group representative member owning a business in the City of Minneapolis or by action of the City Council and Mayor.
UHT CPEC Roles
The UHT CPEC will assist the City and development team with the creation of following components of the Coordinated Plan. Other roles may be added as the process moves forward. Where appropriate, the City and MPRB-appointed committees will coordinate their efforts on topics of joint interest, some of which are shown in italics below.
- Assist in the development of the Coordinated Plan;
- Learn about the development process for the project and work to increase community participation in the process to building overall awareness, engagement, and understanding of the project;
- Development of a community-ownership model for ground floor business space and strategies to draw local entrepreneurs into these spaces;
- Development of the Hub concept, including possible inclusion of space to be shared with the adjacent park use
- Development of the Upper Harbor Terminal Interpretive and Public Art Plans;
- Development of the community programming model and other community benefits for the outdoor music performance venue;
- Refinement of the Concept Plan elements including the design of the City-funded infrastructure (e.g., streetscape along Dowling and north-south street/parkway) and the outdoor music performance venue, and preparation of a housing plan with guidance on the affordability mix;
- Provision of advice to the City and development team on job creation and anti-displacement strategies and other desired community benefits;
- Refinement of the Concept Plan elements related to future development phases, including relationship between development and future phases of park development; and
- Development of an impact measurement tool to track development progress.

Applications must be received by April 21, 2019, and then reviewed by a review committee.
Factors to be considered in making a recommendation to the City Council and Mayor may include (but are not limited to):
- Extent to which the applicant will help the UHT CPEC achieve an overall diversity of input that reflects the goals outlined above (e.g., cultural group diversity, status as a renter or youth)
- Nature and extent of applicant’s awareness of and connection with a particular neighborhood, cultural group or affiliation group
- Extent to which the applicant would bring useful expertise and knowledge to the UHT CPEC’s participation in planning
- Applicant’s ability to become familiar with the UHT site and planning process to date.
- Applicant’s ability to commit time to committee during the creation of the coordinated plan.
Appointments will be approved by the City Council after consideration by the Economic Development and Regulatory Services Committee (with three positions appointed by the Mayor of Minneapolis). The goal is to have the appointments made at the May 17, 2019, Council meeting, with an initial meeting to be held in late-May.

- Term Length: Two years, commencing at the time of appointment, without limit on the number of terms that may be served.
- Term Limit: Members shall serve in defined appointed two-year terms until the approval of the Upper Harbor Terminal Coordinated Plan, after which point the UHT CPEC shall terminate.
- Committee Organization: The UHT CPEC will convene and select from its membership a chairperson at its organizational meeting, which shall be scheduled by the Community Planning & Economic Development Department after appointments have been made by the Council and Mayor. A quorum for the transaction of committee business shall be eight (8) members. The committee will adopt its own bylaws and meeting schedule. The UHT CPEC chairperson will represent the committee on the Core Team, which consists of City and MPRB staff and the Upper Harbor Terminal development team.
- Meetings: Meetings of the UHT CPEC shall be open to the public and will be subject to the requirements of the Minnesota Open Meeting Law. The committee will adopt its own meeting schedule, and members should anticipate a fairly intense meeting schedule (e.g., perhaps one per week) through 2019 while the UHT Coordinated Plan is being prepared. Meeting times and locations will be determined based on CPEC members’ availability.
