Smoking or vaping in businesses
Minnesota law bans all indoor smoking. You can download a smoke free patio sign for your business.
No smoking
- No smoking or vaping is allowed in:
- Indoor bars or restaurants
- Other indoor public places
- The Minnesota Clean Indoor Air Act bans indoor smoking. This includes cannabis use.
Future licenses
- The Office of Cannabis Management has guidance for adult consumers.

Lower potency hemp products
There are new rules to sell Lower potency hemp edible products.
Cannabis seeds
You need a permit to sell cannabis seeds.
- The Minnesota Department of Agriculture issues permits.

As of August 1, 2023, cannabis seeds can be sold by a:
- Seed labeler
- Seed retailer
Local retail registration
Cannabis or hemp stores must also register with the city.
