No smoking

• No smoking or vaping is allowed in:
  • Indoor bars or restaurants
  • Other indoor public places
• The Minnesota Clean Indoor Air Act bans indoor smoking. This includes cannabis use. 

Future licenses

• The Office of Cannabis Management has guidance for adult consumers.

• Outdoor, on-site consumption may be allowed at some licensed cannabis businesses in the future. These licenses are not yet available.

You need a permit to sell cannabis seeds.

• The Minnesota Department of Agriculture issues permits.
• Request a permit
• Read cannabis seed rules

As of August 1, 2023, cannabis seeds can be sold by a:

• Seed labeler
• Seed retailer

Cannabis or hemp stores must also register with the city.
