LCA Pre-development grants

Overview

We use a fair application process to find projects that can enter the Metropolitan Council's LCA Pre-Development grant competition. If you want to get money for a project in Minneapolis, here's what you need to do:

  • Meet 2024 eligibility criteria
  • Submit a preapplication by 11:59 p.m., Sunday, February 11, 2024
  • Be selected by a City of Minneapolis review panel
  • Receive Minneapolis City Council approval

Preapplication eligibility

We prioritize applicants who meet at least one of the following:

  • The project is on a property that needs redevelopment because of the 2020 civil unrest (for example, the building needs demolition due to damage from the civil unrest).
  • The project is led by a developer involved in the City’s Small Developer Technical Assistance Program (DTAP) and is currently working with a DTAP advisor.

  • The project is sponsored by the City and is on City-owned property.

Schedule

  • Preapplications are due by Sunday, February 11 at 11:59 p.m.
    If unable to complete an online form, accommodations can be made to allow an alternative format.
  • Project selection: TBD, anticipated March 2024
  • Met Council application deadline: TBD, anticipated April 2024

Evaluation Criteria

We will assess and give priority to eligible preapplications using these criteria:

  • Project readiness
  • Project scale
  • Alignment with Met Council’s program goals
