Condemned tree assistance

Eligible residents who receive a notice about a dead, sick or hazardous tree can apply for help from the City.

Overview

Eligible residents or rental property owners can apply for help from the City to remove and replace a condemned tree.

The tree(s) or tree limb(s) must have been condemned and required to be removed by either the:

  • Minneapolis Park and Recreation Board (MPRB)
  • City's Regulatory Services department

The program is income-based. Property owners must meet our income guidelines to qualify.

Rental property owners who want to remove a condemned tree need consent from their renters.

Eligibility

Applicants must:

  • Have a condemnation letter from the MPRB or Regulatory Services stating their tree is condemned or tree limbs must be removed.
  • Meet the income guidelines and provide required copies of income verification documents. Property owners or their renters must be:
    • At or below 80% of the adjusted median income
    • Enrolled in a social service program
    • Designated affordable housing (for three or more unit properties)
  • Work with City of Minneapolis and MPRB contractors during the whole process of:
    • Tree removal
    • Stump grinding
    • Replanting

Application

  • Submit an application.
    • The application is available in English, Spanish, Somali and Hmong.
  • We will review your application and notify you if you qualify.

  • If you qualify, you will sign an agreement with the City.
  • You must fill the application online and upload eligibility information, such as:
    • Proof of income
    • Assistance programs you receive

Complete application

Renter consent form

To complete the application process, the owner or renters must be either:

  • At 80% or less of the Area Median Income established by HUD (2024 80% Income Limit: $97,800)
  • Enrolled in an income-verified program

If a renter meets the income requirement

  • A property owner can ask a renter if they would be willing fill out the renter consent form.
  • Completing the form is voluntary.
  • The decision whether or not to complete the form does not impact the rental agreement.
  • The form is available in English, Spanish, Somali and Hmong.

Program funding

The U.S. Department of Agriculture (USDA) Forest Service helps fund this program.

Funding comes from the USDA's Inflation Reduction Act Urban and Community Forestry Grant Program. This grant has a period of spring 2024 to winter 2029. 

The grant supports:

  • Condemned tree removals
  • Stump grinding
  • Replanting  
  • Tree education and community engagement
  • Youth career development in urban and community forestry

Funding guidelines

Retroactive payments are not allowed per grant guidelines. We can only fund people who receive condemnation letters for tree removal after the start of the program.
