Community Commission on Police Oversight (CCPO) – 6 p.m.

1. Domestic Violence Response: Capacity and Outcomes (Policy 7-314)

Domestic violence cases represent high-risk, time-sensitive situations that require consistent and effective response. The CCPO has received public comments around the shortfalls of domestic violence investigations. Policy 7-314 establishes MPD protocols and procedures for responding to and processing information regarding domestic violence. CCPO would appreciate public input regarding:

  • The adequacy of the current policy
  • Whether MPD response times and investigative follow-through have been sufficient for victim safety and public confidence
  • Whether CCPO should request data on staffing, response, and case handling so that it may help assess whether current practices meet community needs

2. Implementation and Practice of the Duty to Intervene (Policy 2-102 and Policy 9-401)

The CCPO has received public comments regarding MPD's apparent failure to intervene when federal agents have used clearly excessive force, according to eyewitness accounts. CCPO would appreciate public input regarding:

  • The adequacy of the current policies on duty to intervene 2-102 and 9-401
  • Whether MPD Officers have consistently and approximately intervened in situations that fall under 9-401(III)(D) and 2-102
  • Whether MPD has, in practice, established appropriate roles, responsibilities, and decision making for interventions of excessive force against civilians and bystanders by MPD and other law enforcement agencies

3. Equity, Dignity, and Respect in Policing (Policy 5-101, Policy 5-102, and Policy 5-104)

The CCPO and public commenters have expressed concerns regarding disparate approaches, behaviors, and use of City resources among different communities. Policies 5-101 and 5-102 establish expectations regarding officer integrity, fairness, and impartiality. Policy 5-104 establishes MPD’s commitment to impartial policing and enforcement of laws in a fair and equitable manner. CCPO would appreciate public input regarding:

  • The adequacy of current policies
  • Whether there are observed patterns of conduct that have shaped public perceptions of fairness, respect, and safety
  • Whether there exist concerns about organizational culture and accountability
  • Whether MPD’s efforts to engage the community are equitably distributed across all communities
  • Whether different communities within the City receive similar or different access to and experience with MPD’s engagement efforts
