Executive Order 2024-01

This executive order defines how the Chief Human Resources Officer manages personnel policies for the Executive Branch.

Issued pursuant to City Charter, Section 7.1

I, Jacob Frey, Mayor of the City of Minneapolis, subject to the executive and administrative authority granted to me pursuant to Minneapolis City Charter, do hereby issue the following Executive Order:

Personnel Policies

WHEREAS, pursuant to the Minneapolis City Charter, the Mayor is the City’s chief executive officer with the exclusive authority to direct the Executive Branch; and

WHEREAS, the Mayor, as chief executive and administrative officer of the City, is responsible for the coordinated and integrated direction, supervision, and control of all executive offices, administrative departments, and divisions, boards, commissions, and other agencies that constitute the City’s Administration; and

WHEREAS, the Mayor may issue executive orders establishing policies and procedures to direct and supervise the internal operation of the Executive Branch and any department thereunder; and

WHEREAS, personnel policies are an administrative tool used to support, supervise, and direct employees and are an essential means for effective personnel management and a positive workplace culture; and

WHEREAS, these policies help the Executive Branch maintain its high standards of professionalism and inclusivity, and foster positive and respectful workplace environments for employees and the community we serve; and

WHEREAS, sound personnel policies serve to support my management expectations, assist my ability to direct and supervise the Executive Branch, support the quality of the Administration’s operations, and strengthen my Administration’s efforts to attract, retain, and develop a diverse and professional workforce; and

WHEREAS, the Human Resources Department, led by the Chief Human Resources Officer, is charged with leading  the City’s efforts to  attract, retain, and develop a diverse and professional workforce; and

WHEREAS, pursuant to Minneapolis Code of Ordinances § 12.220, the Human Resources Department must discharge the duties required by the Mayor or the City Operations Officer.

NOW, THEREFORE, I, Jacob Frey, Mayor of the City of Minneapolis, hereby adopt the following Executive Order:

  1. The Chief Human Resources Officer, under the coordination and supervision of the City Operations Officer, is delegated the authority to adopt, amend, and rescind personnel policies for the Executive Branch.
  2. The Chief Human Resources Officer also is delegated the authority to establish, manage, and modify procedures to implement and support all personnel policies adopted for the Executive Branch.
  3. Failure to comply with any such policies or procedures may subject Administration employees to disciplinary action, up to and including discharge.
  4. The Human Resources Department is directed to review each previously-adopted enterprise personnel policy to determine whether it is a policy that should be adopted as an Executive Branch personnel policy and, if so, the Chief Human Resources Officer shall adopt and make any necessary or useful amendments to such policies and any accompanying procedures. 
  5. Any previously-adopted enterprise personnel policy that the Human Resources Department determines should not be adopted for the Executive Branch shall be considered rescinded for the Executive Branch, as well as any accompanying procedures.

Until the Human Resources Department completes its review, Administration employees are expected to continue to comply with the requirements of the enterprise personnel policies and accompanying procedures adopted prior to the date of this Executive Order.
