We explain how an administrative hearing works.

Step 1

File an appeal

Follow the instructions on the:

  • Citation
  • Notice of intent to assess
  • Bill

You must submit your written appeal before the hearing. If you come to the hearing without filing an appeal, we will not be able to hear your case.

What you cannot appeal through an administrative hearing

Some citations and fees must be appealed to Hennepin County or another area of the City. Examples:

  • Traffic and parking tickets
  • Property valuations
  • Certain orders from Housing, Fire, and Zoning Inspectors

Step 2

Attend a hearing

Where

The hearing room is on the ground floor of Minneapolis City Hall in Room 1A.

What happens

An administrative hearing officer will:

  • Hear testimony
  • Take evidence from both sides
  • Make a decision about your appeal

How long

  • Usually, more than one case is scheduled for the same hearing.
  • Cases are often heard in the order that people arrive.
  • Hearings usually take less than an hour and a half.
  • If you have questions about timing or scheduling, contact us.

Step 3

Understand your decision

After the hearing, you will receive a decision in the mail.

Here are the possible outcomes:

  • Imposed: You must pay the fee or fine. 
  • Reduced: You pay a lower amount.
  • Stayed
    • If you meet certain conditions, you might not need to pay some or all of the fee or fine.
    • If you do not meet those conditions, you have to pay the whole amount.
  • Dismissed: No payment is due.

Step 4

Pay your fine or bill

  • You must pay a citation within 30 days of the hearing.
  • Assessment prepayments are due by the end of the levy year. In 2025, that date is Nov. 14.
Step 5

Or appeal further

The decision letter you receive in the mail will have information about your right to further appeal.

You can appeal the following:

  • Administrative citation decisions
  • Special assessments that are unpaid
