Energy utility franchise agreements

We have agreements with energy companies that provide service in Minneapolis.

Overview

Right of way

The right of way along city streets and alleys is public property. Companies must run distribution lines on the public right of way to connect homes and properties to services.

These services include:

  • Gas
  • Electric
  • Telephone
  • Other services

Franchise agreements

Communities negotiate with utility companies to identify when and how they are allowed to use public property to provide services. These negotiations result in agreements with the utilities.

The franchise agreements help Minneapolis work with the utilities in many ways. This includes our efforts to achieve our climate and energy goals.

We now have Clean Energy Partnership agreements and memorandums of understanding (MOUs) with both utilities:

  • Xcel Energy for electricity
  • CenterPoint Energy for natural gas
