Syringe mitigation request for proposals

The City is now accepting proposals for syringe mitigation services.

Overview

We are looking for an agency to provide needle and syringe cleanup services in Minneapolis.

These services include but are not limited to:

  • Servicing needle disposal kiosks
  • Conducting needle sweeps
  • On call pickup of needles via 311 Request for Service (RFS)
  • Education and training to staff and community members on proper methods to dispose of used needles and syringes
  • Outreach related to substance use including:
    • Prevention
    • Treatment
    • Recovery 
    • Harm reduction

Funding period

  • Estimated contract start: May 2025
  • Estimated contract end: May 2026

Requirements

Applicants must: 

  • Have an agreement with a medical waste end point provider 
  • Certify that staff involved in work have current 40-hour HAZWOPER certification
  • Certify that team activities and trainings are provided by either:
    • A certified industrial hygienist 
    • A certified hazardous material manager
