We use Tax Increment Financing (TIF) to support certain development projects that improve the quality of our city.

Overview

The City can use Tax Increment Financing (TIF) funds to support certain development and redevelopment projects.

The project must meet the objectives outlined in the City's TIF policy.

Application process overview

Developer preparation

Do not submit an application before you contact us.

Review the policy

  • Developers should review the City's TIF policy.
  • Your project must meet the general guidelines for using TIF to help fund developments.

Contact City staff

  • If you believe your project meets the general guidelines, contact Development Finance staff for an initial conversation.
  • CPED will assign a project coordinator to your project.

Nonrefundable fees

Application fee

Developers who apply for TIF funds must pay a $3,000 application fee.

Origination fee

Before we prepare a TIF Plan for public review, the developer must also pay a $15,000 origination fee.

About the fees

Paying the fees does not ensure that you will receive funding.

Application and evaluation

We do not accept incomplete applications.

When we receive your complete application

  • City staff will review it to make sure it meets the guidelines for TIF funding.
  • If authorized, we prepare a TIF plan and seek City Council approval.

TIF plan preparation

We notify the following groups when we prepare the plan.

  • Hennepin County

  • Minneapolis Public Schools

  • Affected neighborhood groups

The Minneapolis City Planning Commission must approve the plan before it goes to the City Council.

 

 

City Council decision

The City Council has complete authority to decide if TIF funds are used.

The council will:

  • Review the proposed TIF plan
  • Hold a public hearing
  • Approve or deny the request for TIF assistance
