Between 1980 and 2000, Elliot Park's population grew at a faster rate than Minneapolis' population. This was especially true during the 1990s. During this decade, Elliot Park's population grew 15 percent, while the citywide population inched up just four percent.

Between 1980 and 2000, Elliot Park's population has gotten younger. While the number of residents aged 65 and older has decreased by about half, the neighborhood saw large growth in the number of children and adolescents and adult residents. The greatest increase was seen in the 18 to 24 age group. Slight increases were also seen in residents 17 and under.

Elliot Park also saw drastic changes in ethnicity. Since 1980, white and American Indian populations have decreased, while the Hispanic and black population skyrocketed. The Asian population remained relatively stable.
