Between 1989 and 1999, the percentage of people living in poverty in Cleveland increased, jumping to 17 percent in 1999 – the same proportion that Minneapolis had. However, the proportion of neighborhood residents over the age of 65 living in poverty decreased from 1999 to 1989 – again, the same proportion that Minneapolis had.

The percentage of families living in poverty in Cleveland rose sharply between 1989 and 1999. In 1999, the percentage of families and families with children living in poverty were equal in Cleveland and in the City of Minneapolis, 12 percent and 19 percent respectively.
