CARAG and Minneapolis both decreased in population from 1980 to 1990. In 2000, the neighborhood population increased slightly while Minneapolis had a more substantial rise.

Adults made up 86 percent of the neighborhood's total population in 2000. This demographic increased 8 percent between 1980 and 2000. The populations of children and seniors decreased during this period by 34 percent and 55 percent respectively.

All ethnic groups between 1980 and 2000 increased in CARAG with the exception of American Indians and whites. Whites were 95 percent of the neighborhood's population in 1980; this percentage decreased to 86 percent in 2000. Blacks were the second largest ethnic group at 5 percent of the neighborhood total population in 2000.
