Review for consistency with the Comprehensive Plan the sale of 2727 - 3rd St N, 3522 - 4th St N, 316 - 30th Ave N,  2822 Bryant Ave N, 2901 Bryant Ave N, 2950 Bryant Ave N, 4700 Bryant Ave N, 3514 Colfax Ave N, 1811 Girard Ave N, 2635 James Ave N, 2639 James Ave N, 2918 Logan Ave N, 3022 Morgan Ave N, 2622 Plymouth Ave N, 3241 Russell Ave N, 1352 Thomas Ave N, and 2014 Upton Ave N for the construction of new single-family homes.
Action: Approve the staff report – the item is consistent with The Minneapolis Plan. The City Planning Commission also recommends that PPL, GMHC, and Twin Cities Habitat for Humanity consider more innovative architectural designs in future rounds.

1. 916 2nd St S and 801 W River Pkwy (MS-233, Ward: 3) (Kimberly Holien).
Staff report
A. Minor Subdivision: Application by Carol Lansing of Faegre, Baker Daniels, LLP, on behalf of the Guthrie Theater Foundation, has applied for a minor subdivision for property at 916 2nd St S and 801 West River Parkway, in the C3A, Community Activity Center district. The purpose of the minor subdivision is to create two parcels. 
Recommended Motion: The Community Planning and Economic Development Department recommends that the City Planning Commission adopt the findings and approve the minor subdivision to create two lots on the property located at 916 2nd St S and 801 West River Parkway.
2. 27 Groveland Terrace (BZZ-6090, Ward: 7) (Janelle Widmeier).
Staff report
A. Nonconforming Use Expansion: Application by John Ward has applied for an expansion of nonconforming use to allow for an exterior stair addition to a residential structure with dwelling and rooming units in the R2 Two-family Residence District for the property located at 27 Groveland Terrace. 
Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the application for an expansion of a legal nonconforming use to allow for an exterior stair addition to a residential structure with dwelling and rooming units located at the property of 27 Groveland Terrace.
3. La Rive Condominium Association (BZZ-6325, Ward: 3), 110 Bank St (Janelle Widmeier).
Staff report
A. Conditional Use Permit: Application by Miller Dunwiddie Architecture, on behalf of LaRive Condominium Association, for a conditional use permit to increase the maximum height of a structure located in the SH Shoreland Overlay District to allow the installation of boiler flue and screening on the building located at the property of 110 Bank St. 
Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the application for a conditional use permit to increase the maximum height of a structure located in the SH Shoreland Overlay District to allow the installation of boiler flue and screening on the building located at the property of 110 Bank St, subject to the following condition:
  1. The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.
4. 2924 Grand Ave S (BZZ-6415, Ward: 10) (Shanna Sether).
Staff report
A. Rezoning: Application by Dana Avery on behalf of Maze Properties, LLC, for a petition to change the zoning classification for the property located at 2924 Grand Ave S from R2B Two-Family District to R3 Multiple Family District. The purpose of the rezoning is to allow for a three-unit, multiple-family residence in an existing structure.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission and City Council adopt the findings and approve the petition to rezone 2924 Grand Ave S from the R2B Two-Family District to the R3 Multiple Family District.
5. Hmong American Partnership Bus Maintenance Facility (BZZ-6408, Ward: 2), 732 30th Ave SE (Janelle Widmeier).
A. Conditional Use Permit: Application by Parts Midwest Inc, on behalf of Hmong American Partnership, for a conditional use permit to allow a bus maintenance facility located at 732 30th Ave SE.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the application for a conditional use permit to allow a bus maintenance facility for the property located at 732 30th Ave SE, subject to the following condition:
  1. The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within one year of approval.
B. Variance: Application by Parts Midwest Inc, on behalf of Hmong American Partnership, for a variance of the surfacing requirements of a parking lot for the property located at 732 30th Ave SE.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the application for a variance of the surfacing requirements for a parking lot for the property located at 732 30th Ave SE.
C. Site Plan Review: Application by Parts Midwest Inc, on behalf of Hmong American Partnership, for a site plan review for the property located at 732 30th Ave SE.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt the findings and approve the application for site plan review to allow a bus maintenance facility for the property located at 732 30th Ave SE, subject to the following conditions:
  1. At least 10 percent of the net lot area shall be landscaped as required by section 530.160 of the zoning code.
  2. Landscaped yards not less than 7 feet wide with screening and trees shall be provided as required by section 530.170 of the zoning code between the parking areas north and south of the building and the adjacent streets, 29th Ave SE and 30th Ave SE.
  3. Any areas of the parking lot left unavailable for parking or vehicle circulation shall be landscaped as required by section 530.170 of the zoning code.
  4. Not less than 10 canopy trees shall be provided in the landscaped yard located on the south side of the site.
  5. Installation and maintenance of all landscape materials shall comply with the standards outlined in sections 530.200 and 530.210 of the zoning code.
  6. Concrete curbs and/or wheel stops shall be installed as required by section 530.230 of the zoning code between the parking areas north and south of the building and the adjacent streets, 29th Ave SE and 30th Ave SE.
  7. Curbing, boulders or bollards shall be installed adjacent to the proposed landscaped area on the south side of the site to define the parking area and restrict vehicle access.
  8.  Department of Community Planning and Economic Development staff review and approval of the final site, and landscaping plans.
  9. Site improvements required by Chapter 530 or by the City Planning Commission shall be completed by February 19, 2015, or the permit may be revoked for non-compliance.
6. Zoning Code Text Amendment (Ward: All) (Mei-Ling Anderson).

A. Rezoning: Amending Title 20 of the Minneapolis Code of Ordinances as follows:
Chapter 520 related to the Zoning Code:  Introductory Provisions
Chapter 535 related to the Zoning Code: Regulations of General Applicability
Chapter 536 related to the Zoning Code: Specific Development Standards
Chapter 547 related to the Zoning Code:  Office Residence Districts
Chapter 548 related to the Zoning Code:  Commercial Districts
Chapter 549 related to the Zoning Code:  Downtown Districts
Chapter 550 related to the Zoning Code:  Industrial Districts
The purpose of the amendment is to allow additional sale and display of goods to be located outside of business establishments.
Recommended Motion: The Department of Community Planning and Economic Development recommends that the City Planning Commission continue the zoning code text amendment to the Planning Commission meeting of March 3, 2014 to conduct further analysis and discuss approaches to enforcement of the proposed changes.
