1.    300 Clifton Ave (BZH #28069, Ward 7) (John Smoley)
This item was continued from the February 4 HPC meeting.
Staff report.
A.   Historic Variance:
Adsit Architecture and Planning, on behalf of John Kistler, has applied for a variance to permit a bed and breakfast home with exterior alterations or modifications that change the residential character or appearance of the dwelling or zoning lot at 300 Clifton Ave.
Staff Recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission continue the project one cycle to the March 18, 2014 meeting of the Heritage Preservation Commission. 
B.   Historic Variance: Adsit Architecture and Planning, on behalf of John Kistler, has applied for a variance to permit a bed and breakfast home with more than three bedrooms available to guests at 300 Clifton Ave.
Staff Recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission continue the project one cycle to the March 18, 2014 meeting of the Heritage Preservation Commission. 
C.   Historic Variance:  Adsit Architecture and Planning, on behalf of John Kistler, has applied for a variance to reduce the required size of a mixed use building with a neighborhood serving retail sales and service use in the OR-3/Institutional Office Residence District from 20,000 square feet to 11,213 square feet at 300 Clifton Ave.
Staff Recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission continue the project one cycle to the March 18, 2014 meeting of the Heritage Preservation Commission. 
D.   Certificate of Appropriateness: Adsit Architecture and Planning, on behalf of John Kistler, has applied for a certificate of appropriateness to install a rooftop deck; restore porches; construct a trash enclosure; install landscaping; repair and replace steps, stoops, and the driveway; paint the exterior of the building; and repair the terrace at 300 Clifton Ave.
Staff Recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission continue the project one cycle to the March 18, 2014 meeting of the Heritage Preservation Commission. 
2.    24 University Ave NE Tract B (BZH #28085, Ward 3) (Chris Vrchota)
Staff report, written materials with map, plans and photos.
Certificate of Appropriateness: Randy Andrews of Indigo Signworks has applied for aCertificate of Appropriateness for installation of signage that does not meet the requirements of The Design Guidelines for On-Premise Signs and Awnings for the existing building at 24 University Ave NE Tract B in the Saint Anthony Falls Historic District.
Staff recommendation: The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt the above findings and approve the Certificate of Appropriateness for signage for the building located at 24 University Avenue NE Tract B subject to the following condition(s):
  1. CPED staff shall review and approve the final plans.
  2. Signs shall be anchored to the wall through mortar joints. Not more than one brick shall be altered or removed for the installation of wiring.
  3. All workmanship must be completed in conformance with the Secretary of Interior Standards, see: http://www.nps.gov/history/hps/tps/standguide/
  4. The Applicant shall obtain all other necessary City approvals prior to the commencement of work.
  5. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approval is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than February 18, 2016.

1.    Lake Harriet Methodist Episcopal Church (Ward 13) (Brian Schaffer)
Staff report, nomination, and 2005 Building Inventory Form.
Tammy Lindberg of Lindberg Consulting nominated the Lake Harriet Methodist Episcopal Church at 4401 Upton Avenue South to the National Register of Historic Places.
Recommended motion: The Nominator has prepared a nomination that indicates their consideration of the subject property’s significance for listing on the National Register of Historic Places.  CPED recommends that the Commission adopt this CPED report (with suggestions for additional research), approve the nomination, and direct staff to transmit a letter summarizing the report to the State Historic Preservation Officer.
