How to apply for use of any City of Minneapolis-owned property of facility
City of Minneapolis Facilities Use Permit Terms and Conditions
Application for use of any City of Minneapolis-owned property or facilities offered through the Facilities Use Permit process constitutes such applicants agreement with these City of Minneapolis Facilities Use Permit Terms and Conditions.
1. The permit holder agrees to accept the premises and facilities in the condition they are in. The permit holder shall notify the City of any problems with the premises or facilities.
1. Sale or distribution of alcohol will likely require a liquor license issued by the City of Minneapolis, obtained from and verified by the Minneapolis Licenses and Consumer Services Office (612) 673-3908.
2. The permit holder must provide the City with a certificate of liquor liability insurance with combined single limits in an amount of not less than $2,000,000 for the term of the permit.
3. Sales of alcoholic beverages shall end one-half hour prior to the end of the event.
Tents, Booths, Fencing & Barricades
1. The City reserves the right to approve the size and location of all tents, booths, fencing and barricades (TBFBs) prior to installation. All TBFBs must be shown on a site map provided to the City by the applicant. At the discretion of the City, it may be required that plywood is placed under a tent or booth. The City reserves the right to require a change in the locations of TBFBs at any time.
2. The driving of stakes to install tents or booths is strictly prohibited on City property except as specifically directed by City staff.
3. If utility location is requested/required, this expense will be the sole responsibility of the permit holder.
Sanitation & Trash Removal
1. The permit holder must provide a roll off box or a packer for trash removal if the estimated attendance is more than 5,000 people. This expense will be the sole responsibility of the permit holder. For smaller events, if an additional pick-up charge is necessary, such cost shall be paid for by the permit holder.
2. For events with an estimated daily attendance of over 5,000 persons, a trash picking service is required. This expense will be the sole responsibility of the permit holder. For multi-day events, the service is required on each day of the event. The trash picking service is required to commence their work a minimum of one-half hour following the dispersal of the crowd.
3. The permit holder agrees to clean up all areas immediately following the event. This includes removal of all debris. The City reserves the right to charge the permit holder for all expenses incurred if clean up is not properly completed.
4. For events of 500 people or more, a minimum of 2 portable toilets per each 500 people estimated to attend are required. However, if alcoholic beverages are sold or served, 3 portable toilets per 500 people are required. The locations for placement of these units shall be designated by the City.
5. All events with portable toilets are required to have a minimum of one that is handicap accessible. Events must make handicap accessible portable toilets available at a minimum ratio of 1:10.
6. All portable toilets must be equipped with hand sanitizers.
Safety & Security
1. The permit holder is responsible for security to protect property and maintain order. The permit holder is responsible for the character, acts and conduct of all persons admitted to or entering any City-owned property covered by the permit.
2. Large group activities such as performances, celebrations, etc. are subject to providing a security plan based on the type of event, number of attendees, and other related factors, as determined by the City. Any needed security must be contracted through the Minneapolis Police Department. All security and safety expenses will be the sole responsibility of the permit holder.
3. Permit holders are responsible for providing adequate First Aid staff and equipment. For events with an estimated daily attendance of over 5,000 persons, the permit applicant must submit its First Aid plan to the City for review and approval a minimum of 45 days prior to the event.

Food, drinks or other items may be sold at City-owned property and facilities provided that the applicable licenses are obtained from and verified by the Minneapolis Licenses and Consumer Services Office (612) 673-2080. Permit applicant shall provide the City with a complete list of concessionaires who are authorized to engage in such sales as part of the event a minimum of 30 days prior to the event. All concession sales shall occur only during the hours as stated in the permit. Failure to obtain the necessary approvals and permits will result in the immediate termination of all sales/service of concessions.
2. It is the responsibility of the permit holder to limit concessionaire vehicles to paved surfaces only during load-in and load-out.
Entertainment and Attractions
1. Amplification equipment is permitted only if it is noted on the permit. All amplification is subject to applicable City ordinances.
1. The City retains the right to access entry to any areas subject to the permit during the permit period.
1. The permit holder agrees to comply with Minnesota Statutes 181.59, the Minnesota Human Rights Act (Minn. Stat. 363A.01 et. seq.) (the MHRA), the Americans with Disabilities Act of 1990 (42 U.S.C. 12181 et seq.) the ADA, and Minneapolis Code of Ordinances, 139.50 (relating to Civil Rights and Non-Discrimination) incorporated herein by reference. The permit holder agrees to defend, indemnify and hold harmless the City from claims of violation of the ADA, the MHRA or Minneapolis Code of Ordinances, 139.50 that are the responsibility of the permit holder.
1. The permit holder will take all reasonable precautions to protect the public against injury, and will defend, indemnify and save the City, its officers, its employees and its agents harmless from all damages and claims of damages that may arise because of any negligence, malfeasance, misfeasance or nonfeasance by the permit holder, its employees, agents, contractors, patrons, guests or invitees and against all loss because of failure of the permit holder in any respect to perform all its obligations under the permit.
Loss of Utilities
1. The City shall not be liable for any loss or damage caused by the interruption of power, heat, air conditioning, water or other utilities.
1. The City assumes no responsibility for any personal property placed on City-owned property pursuant to a facilities use permit. The permit holder shall secure whatever property insurance it feels is necessary to protect its interests.
2. The permit holder authorizes the City to remove all personal property that is occupying a City-owned area that is not covered by a permit, or for which the permit has expired, or when the permit is breached by the permit holder, whether or not the permit holder placed the personal property there. The permit holder agrees to accept responsibility for any damage or loss to such property. The permit holder will be responsible for any storage or disposal charges.
