Above the Falls Citizen Advisory Committee

In June 2000, the City Council adopted the Above the Falls Master Plan and vision for the Upper River area. Among the implementation recommendations in this plan was the creation of a citizen advisory committee to be called the Above the Falls Citizen Advisory Committee (AFCAC). AFCAC’s purpose is to play a critical role in implementation of the Master Plan and the updated Master Plan adopted in 2013.

In 2016, AFCAC updated its name to Above the Falls Community Advisory Committee, to better correspond with terminology used by various governmental entities.

Meetings

Full AFCAC – Last Tuesday of each month. Meetings are generally held at the Minneapolis Park and Recreation Board Headquarters, 2117 West River Road.

Subcommittees (Vision and Implementation Proactive, Project Review, Facilitation, Membership and Communication) - meetings vary, usually once a month.

Membership

30 members (18 citizen seats; 6 business seats; and 6 environmental seats) and 2 alternates for each membership seat.

Appointment Process

AFCAC does not use open appointment process.

Neighborhood groups within the Above the Falls area appoint their own representatives and alternates; other neighborhood representatives and alternates will be appointed by AFCAC. Business and environmental caucuses will each appoint five membership seats and the associated alternates; AFCAC will appoint one business and one environmental seat and the associated alternates.
