Race & Equity

In Minneapolis, all of our work to eliminate socio-economic disparities centers around our belief that what we look like and where we come from should not determine the benefits, burdens, or responsibilities we bear in our society. Because we believe all people are created equal in​ terms of rights, dignity, and the potential to achieve great things, we see inequality based on race, gender, and other social characteristics as not only unfortunate but unjust. The value of equality, democratic voice, physical and economic security, social mobility, a shared sense of responsibility for one another, and a chance to start over after misfortune or missteps -- what many Americans call redemption -- are the moral pillars of the American ideal of opportunity (The American Prospect, 2007). Despite Minneapolis' reputation as one of the most progressive, thriving cities in the country, we cannot escape the present legacy of past discrimination.

Strategic Planning Request for Proposals

Every four years at the start of a new elected term, the City of Minneapolis engages in Strategic Planning to set the four-year vision and goals for the City. In the last couple of cycles, the City has set five short, but visionary, goals with additional details listed as the City's strategic directions. During the last term, there was an effort to align department level budgeting, planning and reporting with these goals. In attempting to use these goals to prioritize and direct work and resources, it became clear that the goals and strategic directions captured the values of the City, but were not clear, measurable and actionable goals. 

The start of the newest elected term represented an opportunity to re-think the City's strategic planning process. Additionally, the City is experiencing unique timing alignment with the start of several enterprise-wide plans, including the Comprehensive Plan, the Racial Equity Action Plan and the City's budget process. The purpose of this Request for Proposal (RFP) is to solicit proposals from consultants experienced in facilitation, strategic planning, project management, community engagement and racial equity planning to lead the City of Minneapolis through a 4-year strategic planning process.
